A 19-year-old man has been arrested on a charge of manslaughter in a fatal November wreck, Plano police said today. Lukas Talley of Plano was arrested Thursday and being held in lieu of $100,000 bond at the Collin County Detention Center, Plano police said. The fatal accident took place at the intersection of Spring Creek Parkway and Windcrest Drive on Nov. 26. According to police, Talley was driving a Chevrolet Cavalier and heading north on Windcrest when he struck a BMW driven by Timmy Cox. Both vehicles then crashed into a signal light and stopped. Cox, 50, of Plano was transported to a local hospital where he later died. Talley was not injured during the accident. Police do not believe alcohol was a factor in the crash.
