being shot by officer
A 23-year-old man in police custody was shot over the weekend when police say he grabbed an Arlington officer's stun gun.
Vincent Wadley was arrested after a traffic stop about 9 p.m. Sunday, police said.
While Officer Juan Rodriguez was driving, Mr. Wadley, whose hands were cuffed behind his back, kicked the partition glass in the patrol car and moved his hands to the front of his body, said Arlington Police Lt. Blake Miller.
Officer Rodriguez stopped the car, and as the two struggled, Mr. Wadley grabbed the officer's stun gun and used it against him, Lt. Miller said. Officer Rodriguez shot Mr. Wadley when he advanced toward him, still armed.
Mr. Wadley was recovering at Methodist Dallas Medical Center. Officer Rodriguez, was treated for minor injuries at the scene.
Officer Rodriguez has been placed on administrative leave as is standard. Lt. Miller said the department anticipates filing charges against Mr. Wadley for aggravated assault on a police officer.

Body of man found
floating in Trinity
The body of a man was found floating in the Trinity River on Monday afternoon, police said.
The man, who hasn't been identified, wore light clothing and had tattoos, Dallas police Lt. Vernon Hale said. The body may have been in the river for at least a week.
The Dallas County medical examiner's office will determine the cause of death.
Dallas Fire-Rescue officials searched the river by boat and found the body floating near Interstate 45 and Overton Road.

Second fire reported
at complex being built
Fire investigators returned to an Oak Cliff housing complex under construction a second time in 24 hours after flames were reported early Monday.
A fire was reported a 12:10 a.m. in the 200 block of East 10th Street about a block away from Adamson High School. The three-story building was engulfed in flames, endangering the structures around it and forcing the evacuation of apartment residents across the street.
Fire officials said the first fire at the construction site started about 4:45 a.m. Sunday on the building's third floor and was intentionally set.

Woman walking along
U.S. 175 struck, killed
A woman walking along the left lane of northbound U.S. Highway 175 died Monday morning after being struck by a man on his way to work, the Dallas County Sheriff's Department said.
The woman, who has not been identified, was hit about 4:15 a.m. near Pennsylvania Avenue by a sport utility vehicle, said Kim Leach, a sheriff's spokeswoman.
The driver, who stayed at the scene, is not likely to face charges, Ms. Leach said.

Council recommends
sticking with tax rate
The Frisco City Council on Monday recommended maintaining a tax rate of 45 cents for the 2008-09 fiscal year despite concerns that delaying expenditures could lead to big tax rate increases in the future.
Mayor Maher Maso commended the work of city staff, who presented a balanced budget that cuts operating expenses but still allows for employee raises.
A slowdown in sales tax and property tax base growth has the city pinching pennies. The city will add no new employees this year; last year it added 70.
The council will hold public hearings on the tax rate and budget Aug, 25 and Sept. 2, followed by a final vote Sept. 16. The fiscal year starts Oct. 1.

Irving man drowns
at Joe Pool Lake
A 20-year-old Irving man drowned at Joe Pool Lake over the weekend, authorities said.
Luis Alfaro was swimming with friends at the Lynn Creek Park swim beach in the 5700 block of Lake Ridge Parkway around 6:30 p.m. Sunday but never resurfaced, Grand Prairie police said. Crews pulled his body from about 10 feet of water just after 8 p.m.
He was pronounced dead at the scene, the Dallas County medical examiner's office said.

Man gets 3 years
for throwing puppy
A 24-year-old Irving man admitted Monday morning to throwing his pit bull puppy down two flights of stairs in a plea agreement deal that gave him a three-year prison sentence for animal cruelty.
Michael Charles Soto accepted the plea agreement for the August 2007 incident. He could have received up to 10 years in prison if a jury had convicted him of the third-degree felony charge.
Mr. Soto was arrested last year by Irving police after witnesses said they saw him kick Annie, a 4-month-old puppy, and then throw her down two flights of stairs, said Lt. Richard Gilmette, an Irving police spokesman. He then tossed the dog into a Dumpster.
The puppy was rescued and underwent surgery but died two months later, said Jonnie England of the Metroplex Animal Coalition.
